Our Proposals
If the ballot is successful, our plans will include:
- Up to 450 new homes*, including at least 50% provided as affordable homes the majority of which will be for social rent
- Improved pedestrian routes and connections, including a new, safer neighbourhood street
- Upgraded landscaping and pedestrianisation along part of Rhodesia Road
- Energy-efficient homes designed to prioritise daylight, to lower costs and carbon emissions
- A new nursery, with better facilities and improved outdoor space
- Spaces for shops and businesses, to support the new community and provide local job opportunities.
*Numbers of homes are still subject to planning approval.
New Homes
Every Bellevue Mansions resident will have the right to move into a brand-new home on the estate if there’s a ‘yes’ vote. These homes are being designed around your priorities and the feedback you’ve given us; we’ll continue to refine the designs with you.
If you choose to move into a new home, you’ll have:
- A modern, comfortable home which is spacious, well laid out and has at least as many bedrooms as you have now
- A larger home, if you’re overcrowded
- A home that will exceed nationally described space standards by at least 10%*
- Two or more bathrooms for homes with two or more bedrooms
- Separate kitchen and living spaces for homes with two or more bedrooms
- A private balcony or terrace, as well as access to a communal garden
- A parking permit for existing permit holders
- A safe and accessible home with lifts to every floor, and adaptations made where needed before you move in
- Lower bills and easier living, with energyefficient design to make homes warmer and cheaper to run
- Choice and flexibility - if you’d like to downsize, you’ll receive financial support and benefit from lower housing costs.
* Requirements set out by central government defining minimum floor areas in new dwellings.

A great place to live
1. Clapham Road
Clapham Road will be upgraded as a new pedestrian entrance to the neighbourhood, with shops and a welcoming tree-lined street.
2. Outside spaces
All homes will have a private terrace or balcony. In addition, all households will have access to well-designed, resident only courtyard gardens sensitively lit to enhance security with dedicated recreation and play areas.
3. A new neighbourhood street
This pedestrian-friendly street will be well-lit and provide connections from Clapham Road into the new neighbourhood with more green space and trees.
4. New homes for Bellevue Mansions tenants
Homes for current Bellevue Mansions tenants will be built first. These will be on Rhodesia Road, part of which will be pedestrianised. We’ll create new accessible play areas - including a ball court - and green space, and keep as many of the mature trees as possible.
5. Shops, amenities and social spaces
Our plans include a new nursery building, with improved outdoor space and modern facilities. We’ll also create spaces for new shops and businesses to support families moving into the area. We’re committed to making Bellevue Mansions a great place to live – a safe, attractive and thriving community, where homes, streets and services work for everyone.
We’ll provide:
- A modern, spacious nursery with better outdoor play space for children
- Shops and cafés, and space for local businesses to create jobs and services
- Investment in local skills and training, including during construction
- Support for community organisations and groups to help them deliver local initiatives
- Opportunities for new community rooms for activities, events and resident use
- An opportunity for a new healthcare facility, subject to local need.
