Who can vote in the resident ballot in October?
- Social tenants named as a tenant on a tenancy agreement dated on or before the date the Landlord Offer is published
- Resident leaseholders who’ve lived in Bellevue Mansions as their main home for at least one year before the date the Landlord Offer is published
- Any resident whose main home is in Bellevue Mansions and has been on Lambeth’s Housing register for at least one year.

What happens next if there is a “yes” vote in the upcoming ballot?
We’ll continue to work with residents and other local stakeholders to develop our proposals, with the aim of submitting a planning application in May 2026.

What happens if there is a “no” vote in the upcoming ballot?
We won’t be able to build the proposed new homes and deliver the community and individual benefits the regeneration would bring. We’ll continue to manage and maintain your homes as usual.
The proposals

How much affordable housing will the scheme deliver?
The proposals include 50% affordable housing, which means there will be at least 200 affordable homes as part of the development.

Will the existing trees be kept as part of the new scheme?
We’re working hard to retain as many of the trees as possible (including the mature trees along Clapham Road). We’ll plant a significant number of new, native trees across the development.

Will there be parking within the new development?
The proposals will be car-free, with the exception of blue badge car parking and some parking for returning residents. All residents who currently benefit from a parking permit at Bellevue Mansions will be able to have one on the new estate.

Will space be provided in the new scheme for the nursery?
Yes. We’ll provide a new, improved facility with better outdoor space for the nursery to move into. We’re exploring options to deliver the nursery in the first phase of development, so it can undergo a single phased move to help minimise disruption.

I live close to Bellevue Mansions. How are you taking into consideration the needs of neighbours and local residents?
As we head to a ballot in October, our focus is on speaking to all of the residents of the estate to ensure they fully understand the proposals and the offer being made to them.
Following the ballot process, and if we receive a yes vote, we will need to consult with the wider neighbourhood on the planning application. Therefore, we’ll regularly speak to local residents to keep them informed and ensure they have opportunities to provide their feedback at key stages.
Tenants' FAQs
Moving to a new home on the regenerated estate

Will my rent increase?
No. Your rent will stay the same and increase annually in line with inflation, as it does now.
If you move to a new home with more bedrooms because you’re overcrowded, your rent will increase to match what you’d pay if you had a home with that number of bedrooms in Bellevue Mansions currently.

Will my service charges increase?
We’ll cap your service charges at what you’re paying at the moment, and these will increase annually with inflation for five years, giving you cost certainty.

We’re overcrowded. Will we be offered a new home with the number of bedrooms we need?
Yes. You’ll be offered a new home that meets your household’s needs.

We have more bedrooms than we need. What will we be offered in the new development?
We’ll offer you a home with the same number of bedrooms as you have now. If you choose to downsize, your rent will reduce to match what you’d pay if you had a home with that number of bedrooms in Bellevue Mansions at the moment. You’ll also be entitled to £5,000 compensation in addition to the compensation payment outlined below.

I currently have a resident parking permit. Will I have one on the new development?
Yes.
Compensation and moving costs

Will you compensate me?
We’ll pay you £15,000 in compensation when you leave your current home. Joint tenants will be entitled to one compensation payment to share between them.

Will you pay my moving costs?
We’ll pay your reasonable moving costs, including things like removals and phone and internet connections. This will be on top of the £15,000 compensation payment.
Construction timing and moving into your new home

When will building works start?
We expect to start building in autumn 2028*.
* These dates are not guaranteed and may change. We will keep you updated on timings throughout the design and planning process

Where will my new home be located?
Your new home will be in Building A, the first building to be completed. We’ll work with you to make sure your new home meets your preferences for floor levels, aspect and outlook.
If you’d prefer to have a home on another part of the development we’d be happy to discuss this with you.

When can I move into my new home?
We expect Building A to be ready by autumn 2030*.

Will I need to move out of Bellevue Mansions while my new home is being built?
No. You’ll be able to move directly from your existing home to your new home in one move.

Can I move away from Bellevue Mansions if I want to?
In the event of a ‘yes’ vote, we’ll prioritise you for a move to another Hyde home if you would prefer to move away from Bellevue Mansions.
Your new home can be in the local area, or further away – it’s up to you – and your rent, service charges and tenancy terms will stay the same.
We’ll also ask you to sign a waiver to confirm you don’t want to use your right to return.

How soon can I move away from Bellevue Mansions if I want to?
We’ll start looking for a new home for you as soon as possible after the ballot. This could take some time, as we’ll need to wait for a suitable home to become available.
Resident leaseholders' FAQs

When will you buy my home?
We’ll start the process as soon as possible after a ‘yes’ vote.

How will my home be valued?
We’ll appoint – and pay for – an independent valuer to visit you and carry out a valuation. We’ll share the valuation with you and make you a written offer.

What can I do if I disagree with the valuation?
You can arrange your own valuation by an independent chartered surveyor, who must be a member of the Royal Institute of Chartered Surveyors. We’ll pay for this valuation.

Will you compensate me?
We’ll offer you 10% of the market value of your home in compensation. This will increase to 15% of the market value, if the sale is completed by 31 October 2026.
We’ll also pay you an amount equal to the stamp duty on the purchase of a home at the same market value as your current home.

Will I be entitled to compensation for recent improvement works carried out to my home?
Improvement works should be reflected in the market value of your home. We will be open to negotiation in exceptional circumstances.

Will you pay my moving costs?
We’ll pay your reasonable moving costs, including things like removals, and phone and internet connections. This will be on top of the compensation based on the value of your home.

Will you pay the fees and costs associated with my sale, and my purchase of a new home?
We’ll pay your reasonable legal, surveying and valuation fees.

When do you want me to sell my home to you?
As soon as possible and by the end of October 2027.

Will I be able to stay in my home after I’ve sold it to you until you need everyone to move out?
We’ll consider requests to do this on a case-by-case basis.

Will you pay for rented accommodation if I decide to buy a new home away from Bellevue Mansions (not on the new development), and it’s not ready by the time I need move out?
No, we won’t cover these costs.

Can I buy a home on the new development?
You’ll have priority access to buying a new home on the development on the following terms:
- Through shared ownership (subject to eligibility criteria determined by the Greater London Authority)
- Open market purchase.

What will be the length of lease on the new homes?
Leases will run for 999 years.

Will you provide and/or pay for alternative accommodation if I want to buy a new home on the new development, but it’s not ready by the time I move out of Bellevue?
