Do the costs outlined in the letter relate to my block/flat?
No. The costs relate to a range of works and services that all contractors were asked to quote against. The combined total has been given as the tender sum. If Hyde are to carry out major works to your building, we will consult with you again and provide estimated costs at flat level.
Will my service charge increase as a result of these frameworks?
Not necessarily. The majority of lots primarily relate to major works rather than servicing. Therefore, they would be subject to individual section 20 consultation before any work takes place and be billed on completion of the final account. In such cases, they would not be recharged annually through the service charge.
Does this consultation mean that Hyde have not abided by fire safety regulations up to now?
No. The frameworks are in place for the purpose of carrying out future fire safety works. Fire risk assessments continue to be carried out across our stock with any identified issues being addressed.
What is a framework?
For the purposes of one-off items of work, it is the creation of a list of suitable suppliers who can carry out the specified works on a particular lot. Once works are identified by Hyde, all contractors on the framework would be asked to tender, with the lowest priced being selected.
How long will these frameworks be in place?
Does this increase the likelihood of me receiving these works over the next four years?
No. Hyde will still determine where and when any works are required and then draw off of the framework, when appropriate. It is possible that you will not receive any works from some or all of these frameworks throughout their duration.
Will this allow Hyde to charge for works carried out last year?
No. The frameworks will not start until February 2019, subject to successful completion of section 20 consultation, so will relate to works carried out after this time. Any works carried out previously would have required separate consultation with affected residents.
Are there circumstances where mini-tendering will not be required?
If Hyde is to draw a servicing contract off of the framework then it will not require a mini-tender. It would appoint the highest scoring contractor from the original tender based on price and quality.
If works are to be carried out to my block, will I be consulted with?
Yes. If you are liable to pay for works above £250 per flat, Hyde will carry out a further section 20 consultation with you. This notice will include an estimated cost for your property and give you the opportunity to view supporting documentation and respond.
How are these frameworks an improvement on existing agreements?
These works are currently carried out through Hyde’s repair/stock investment contracts. Often, the main contractor would subcontract certain elements of fire works as it is specialist. Hyde wants to make sure residents are getting value for money and so is putting in place a list of preferred specialists for works of this nature.
